I am streaming, I cannot get an image from VLC, I want to get a match image for my laptop.https://resimlink.com/uOUsbS7lZ

Tools --->Preferences ---> Input/Codecs. Set hardware-decoding acceleration to Disable. Save/exit and then restart vlc.

not every servce can be streamed through WebIF of the box.
Your ICAM services seem to be those.
